Although it is located in York and functions as a department of York County government, the Center for Traffic Safety is funded exclusively by federal highway safety grants/contracts administered by the Pennsylvania Department of Transportation and serves a region which also includes Adams, Lancaster and Lebanon Counties.
The Center develops and implements comprehensive community traffic safety programming which includes, but is not limited to: safety belts/child passenger safety, motorcycle/bicycle safety and awareness, pedestrian safety, school bus safety, safe driving, the mature driver, rail-highway grade crossing safety, driving under the influence of alcohol and other drugs, and vehicle safety.
Originally created through a federal safety belt grant awarded to York County Coroner Kathryn Fourhman in March of 1986, the program was elevated to departmental status by York County Commissioners when additional grants were awarded to the county in September, 1987. The office is now housed at 110 Pleasant Acres Road in York.
In addition to providing technical support to local governments, school districts, police departments, health care providers, and other professional groups designing programming intended to reduce the incidence of traffic crashes, injuries, and deaths, the office serves as a clearinghouse for audio-visual and written informational/educational materials, makes available the "Vince" and "Larry" crash test dummy outfits on a checkout basis, exhibits at numerous community events, and is well known for its traffic safety presentations and bicycle safety derbies.
The Center and its various advisory bodies in the four-county region have been nationally recognized for their work in traffic safety, The National Association of Counties presented Certificates of Achievement to York County for the work of the Center and its advisory councils in 1988 (for York County's motorcycle safety/awareness program), in 1989 (for York County's model DUI program), in 1991 (for regional community traffic safety programming), in 1993 (for York County's DUI /Speed Enforcement Program), and in 1994 (for the Center's annual Safe Driving Competitions for Youth). The Center also received a Motorcycle Safety Foundation Award in 1990 for having the nation's best community awareness program, an award from MADD Pennsylvania in 1993 for the many programs it has developed to address the driving under the influence problem, and the coveted Gold Insurance Partnership Award from the Pennsylvania Association of Mutual Insurance Companies in 1995 for its community program to reduce the toll of impaired driving ,
