The statutory base for County Children and Youth Services is found in the County Code, Act 148, the Juvenile Act, the Child Protective Service Law and the Adoption and Safe Families Act. Children and Youth agencies across the state began to be established in the late 1930s and early 1940s.

Purpose
To provide child welfare services designed to keep children in their own homes, prevent neglect, abuse and exploitation, help overcome problems that result in dependency, neglect, and delinquency; and to provide in foster family homes and child caring institutions adequate substitute care for any child in need of such care due to abuse or neglect. Services are available to children 0-18 years of age who reside in York County. This Agency’s mission is to promote and protect the health and welfare of children. The focus is to keep families together through preventive services. When placement does occur, the goal is to reunite the child with the family as effectively and timely as possible.

The primary function of the Intake Service is to receive and investigate referrals of child abuse, child neglect or status offense behavior (adolescents who are truant from school or are habitually disobedient to their parents). Referrals may be made by any concerned citizen. Any person who comes into contact with children in the course of their profession or occupation, is mandated by law to report suspected abuse or neglect.
Emergency Services is a necessary and mandated service. It is often the first contact many people have with our Agency. It is the Emergency Services worker’s responsibility to provide crisis intervention with regard to child abuse and neglect referrals receive after regular office hours, including weekends and holidays. The Agency has staff on call 24 hours a day, seven days a week, to respond to immediate emergencies and high-risk situations of child abuse or neglect. The Emergency Services worker will assess the child abuse circumstance and determine whether the child is safe remaining in the home or is in need of placement to assure safety.
Protective Services are provided to children in their homes, who have been identified as abused or neglected. The goal of this service is to provide supportive casework to the family in order to assure a safe environment for the child. A Family Service Plan is developed by the caseworker and the family, which identifies changes that need to be made and the services which will help produce these changes. Whenever possible, the goal is to keep the family together.
This goal is approached by providing a variety of services individualized to meet the family’s need. Services utilized include: counseling, family therapy, budget counseling, marital counseling, individual counseling and group counseling.
These services are available through York County Children and Youth Services to assist in a family’s development and utilization of effective methods of problem solving when difficulties arise in parenting and family relationships. Providers from the Mental Health/Mental Retardation Program, through contacts with Children and Youth, furnish comprehensive evaluations of individual children and therapy services for both children and families.
Placement Services are provided to a child when it is determined by the Court that he/she cannot safely remain at home. These children are removed from their families either voluntarily or involuntarily for a variety of reasons. Placement of a child is extremely traumatic and, therefore, is used only when the child’s safety cannot be otherwise assured and when there are no appropriate relatives available to provide temporary care. A child may be placed in a foster home, group home, residential treatment center or shelter care. When looking for an out-of-home placement for a child, the agency must determine which type of placement is the least restrictive to the child, yet able to meet the child’s needs.
After placement, the Agency’s goal is permanent planning for the child. This involves either a return to the natural family, adoption, independent living, etc. Together with the natural family, the Agency sets goals for the family to attain before the child can be returned. A Family Service Plan and Placement Amendment are developed by the parents, child and caseworker, documenting the need for an out of home placement and conditions which must be changed before a child may be returned to their natural family. The Juvenile Court reviews the family’s progress towards achieving these goals at least every six months or sooner if requested. If a family is unable or unwilling to make the changes necessary for the return of the child, and it is in the child’s best interest; involuntary termination of parental rights is considered. This could result in the Orphans Court releasing the child for adoption.
These services are provided for any child in York County in need of a permanent placement who has been released for adoption by the Orphans Court. The agency maintains lists of families who are interested in adoption, performs home studies and supervises placements.
Contracted Community Support Services
A variety of community support services are available through York County Children and Youth Services. These Services are based upon continuum of care from family preservation services, intensive in-home intervention teams, family reunification programs, purchased drug and alcohol services, specialized host home foster care for emotionally troubled youngsters, parent support groups, services for youth that are both education and children’s support groups, as well as art therapy.
