Effective January 1999, the Pleasant Acres Nursing & Rehabilitation Center was approved by the Pennsylvania Department of Public Welfare for de-certification of 60 nursing beds. With this reduction of nursing home beds, the Pleasant Acres Nursing & Rehab Center was also granted permission to convert the third and fourth floors of the Hospital Building to independent living efficiency apartments. The goal of the independent living project is to decertify 60 medical assistance beds and to increase the number of Medicaid nursing home diversion slots in the county of York by approximately 87. The outcome of the project is the Elm Spring Residence.

Purpose
The Elm Spring Residence consists of 28 units. The efficiency apartments are capable of accommodating 32 citizens of York County. Among the amenities included in the monthly fee, besides the mid-day meal and free parking, are all utilities (except for the phone and cable TV), a laundry, call system for assistance and security, if needed. For those individuals eligible for the York County Area Agency on Aging’s Waiver program, persons living at the Elm Spring residence can receive services that will enable those individuals to continue to live in the community.
