Mission Statement The County of York,
Department of Veterans Affairs is an advocate dedicated to serving veterans
and their families or the survivors of veterans. This service includes assisting veterans and dependents when
applying for Federal, State and County benefits and all other rights to
which they are entitled in the most expedient manner possible; providing
support to county veterans’ service organizations, promoting public
recognition of US veterans and fostering one-hundred per cent Americanism
and patriotism.
Auspices
York County, as a Class III County, established the York County Department of Veterans Affairs pursuant to the provisions of the County Code (Act of August 9, 1955) (P.L. 323, No. 130) Section 1923, as amended, 1985 Edition.

Purpose
The Office of Veterans Affairs is a Department of County Government within the Human Services Department. The Director is a fully accredited Veterans Service Officer (VSO) as authorized by the Pennsylvania Department of Military and Veterans Affairs, and recognized by the Pennsylvania State Adjutant Generals Office. The Director is also an accredited member of the Pennsylvania State Association of County Directors of Veterans Affairs (PSACDVA), whose purpose it is to monitor all benefits legislation, both Federal and State, with regards to program impact as it may affect York County veterans, their families, or surviving family members.
Services
The York
County Veterans Affairs Office provides the following Counseling Services:
Ř Provides benefits counseling for veterans and their dependents (Federal, State, County).
Ř Provides benefits counseling for the survivors of veterans (Federal, State, County).
Ř Assists the veteran in filing for Compensation (Service-Connected) or Pension (Non-Service Connected) claims.
Ř Assists the veteran or the survivors of veterans in filing for reinstatement of discontinued benefits or the reopening of an original claim.
Ř Assists widows in filing for Widows Pension or Dependency and indemnity Compensation (DIC) claims.
Ř Assists in researching and obtaining the necessary documentation and records in support of claims.
Ř Assists in obtaining military personnel and service medical records.
Ř Assists in obtaining supportive service and discharge documents.
Ř Assists veterans by recording their Honorable Discharge documents (i.e., WDAGO Form or DD-214) free at the Courthouse (Recorder of Deeds), and provides free certified copies upon request.
Ř Assists veterans and widows of veterans in completing their annual Eligibility Verification Report (EVR Form).
Ř Assists the veteran or veteran’s survivors by filing for State Benefits (e.g., Emergency Assistance, Educational Gratuity, Real Estate Tax Exemption, Blind Veterans Pension, Paralyzed Veterans Pension, etc.).
Ř Assists veterans to enroll in the VA Health Care System, thereby obtaining individual health care at VA Medical Centers or Outpatient Clinics.
Ř Provides transportation to VA Health Care facilities for veterans as required.
Ř Assists veterans or the widows of veterans in completing applications for non-service connected pension with aid and attendance benefits in support of nursing home care.
Ř Provides Federal Burial Benefits counseling for surviving family members of deceased veterans (e.g., burial in a National Cemetery or applying for a headstone or marker, a Presidential Memorial Certificate, a burial flag, or the reimbursement of burial expenses).
Ř Provides County Burial Benefits counseling for surviving family members of deceased veterans (e.g., applying for the reimbursement of burial expenses and a headstone or marker, or a flag holder).
Ř Assists with the admission process into a State Veterans Home.
Ř Assists with the admission process of veterans’ children into the Scotland School for Veterans Children.
Administrative
Services provided by the York County Veterans Affairs Office
include:
Ř Processing claims for County reimbursement of burial expenses (e.g., Veteran - $100, Widow - $100, Headstone or Marker - $50, Flag holder and Installation – $2.50).
Ř Record and maintain York County Veterans’ burial records.
Ř Update and maintain computerized cemetery listings indicating veterans’ burial sites in 291 cemeteries throughout the York County.
Ř Purchase and distribute for installation, flag holders for veterans’ graves annually (prior to Memorial Day each year).
Ř Purchase and distribute Memorial Flags for veterans’ graves annually (prior to Memorial Day each year).
Ř Routinely liaison with and support as required the Allied Veterans Council and Joint Veterans Council of York County (e.g., attend scheduled meetings, assist with providing program and service logistics, etc.).
