Auspices

The statutory base for the Youth Development Center is found in the State Judicial Code, Title 42, Chapter 42, Chapter 63, Section 6325 “ Detention of Child.”  The Center is regulated under PA Code Title 55, Chapter 3800.

Allocation                   $2,555,361.

 

Purpose        

The Youth Development Center serves two purposes:  Detention Center and Shelter. 

 

Detention Unit

The purpose of the Detention Unit is to provide temporary secure care, while minimizing the negative effects of confinement for alleged delinquents or adjudicated delinquent juveniles awaiting disposition of the court, when there is a clear and convincing need to protect the community and when remaining with parents or placement in shelter care is inappropriate.

 

Shelter Unit

The purpose of the Shelter Unit is to provide short-term residential care pending juvenile court processing for youth committed by Probation or Children & Youth Services when remaining with parents is inappropriate.  Shelter houses both dependent and delinquent children based on placement through appropriate admission criteria.  The shelter is a staff-secure alternative to secure detention.

 

Services

The Center provides both Detention and Shelter services, as described below.

 

Detention Services:

The detention unit provides a secure environment with intensive supervision.  It provides 24 hour temporary group care, maintenance and supervision for alleged and adjudicated delinquent children, ages 10 through 17 or those past their 18th birthday still with the legal status of juvenile, for whom secure detention has been ordered by the court, and when other alternatives are not appropriate.  The detention unit service provides at least the following:

 

1.                  A standard of care which ensures meeting daily needs relating to personal hygiene, nutrition and clothing.

2.                  Education and recreational services appropriate for the individual child’s level of achievement and development.

3.                  An environment that creates a sense of security in residents by providing protection from abuse by other children or staff.

 

Shelter Services:

The shelter unit provides staff-secure, short-term residential care.  It provides 24-hour temporary group care, maintenance and supervision for both dependent and delinquent children who meet specific admission criteria such as: high runaway risk, mental health issues and assaultive behavior.  The shelter unit is considered a non-secure alternative to secure detention and provides services similar to the detention unit in a less restrictive environment.
