Pennsylvania Department of Mental Health and Substance Abuse Services

 

Fiscal Year   October 1, 2005 – September 30, 2006

 

Allocation     $820,142 County Administration; $39,939,000 Estimated Treatment Allocation.

 

Purpose

 

HealthChoices is Pennsylvania’s mandatory managed care program for Medical Assistance (MA) recipients.  Our goals are to 1) improve access to the health care services for MA recipients; 2) to improve the quality of care available to MA recipients; and 3) to stabilize Pennsylvania’s MA spending.  Two components make up the HealthChoices program: Physical Health and Behavioral Health Services.  The York/Adams HealthChoices Unit (HCMU) operate under the behavioral health component and are required to ensure high quality care and access to Mental Health and Substance Abuse Services.  This unit maintains the contract with OMHSAS (Office of Mental Health and Substance Abuse Services).  The HCMU contract for services with a BH-MCO (Behavioral Health Managed Care Organization) and monitors services provided by the BH-MCO.  The County has contracted with Community Care Behavioral Health Organization as the BH-MCO for York and Adams counties.

Inpatient Psychiatric Hospital, Inpatient Drug and Alcohol Detoxification and Rehabilitation

This is overnight care in a hospital.  This service is used if your problem cannot be treated outside the hospital.

 

Psychiatric Outpatient and Partial Hospitalization, Outpatient Drug and Alcohol Services

These are services where you live at home and receive treatment for part of the day or night.  The member can get these services at a hospital or in the community.

 

Family-Based Mental Health Services

These services are for people under 21 years old and their families.  These services help the member manage and treat their problems.  Members can get these services in the home.

 

Targeted Case Management (Intensive Case Management and Resource Coordination)

A Mental Health Case Manager works with the member in this service.  The Case Manager works with the member to help them set and reach their goals.  The Case Manager also helps member to reach other community resources.

 

Behavioral Health Rehabilitation Services for Children and Adolescents

These are many kinds of services for people under 21 years old.  These are services the member can get in the community.  (Formerly wrap around services)

 

Residential Treatment Facility

This is a service for people under 21 years old.  In this service the member lives at the facility while the treatment is being received.  Services do not take place in the hospital.

 

Non-Hospital Drug and Alcohol Residential, Detoxification and Rehabilitation

These services help the member stop using drugs and alcohol.  These services are not done in a hospital.  If member uses these services, they may or may not stay at the facility overnight.

 

Methadone Treatment

This service uses a specific medication therapy to treat the member when addicted to certain kinds of drugs.

 

Crisis Intervention Services

Services members can use any time of the day or night to help them in a crisis.  These services keep the member safe and treat the problem until the problem has passed.

 

Eligibility for HealthChoices

Eligibility for HealthChoices is determined by The Department of Public Assistance.  Interested individuals should contact the local office to make an application for the HealthChoices Program.
